Scaling up Agriculture? The Local Realities of Land Transfer in Inland China

This seminar will examine the realities of land transfer at the local level in China. Dr Sarah Rogers will introduce survey data collected in four provinces – Hubei, Hebei, Shaanxi, and Yunnan – and then, drawing on recent fieldwork, will look in more depth at the cases of oranges in Hubei and tea in Shaanxi. She will argue that differing understandings of the value of land, specialisation in cash crops, the reach of middlemen and village-based processing facilities, and fragmented land holdings are all contributing to limited land transfer. Against the tide of central government policy, China’s smallholders may endure for some time to come.
